Isn’t it all? Chance or whatever choice, whether we chart a direction, or “go with the flow”?
No Marty, there is free will. the more established in the transcendent, the more free will.
Of course, this world is the world of karma. Even those who ‘have no karma’ are subjected to it if/when they enter into this world.

can a karmic situation hit you in more than once?
Lori, It is all just cause and effect. A particular karma continues until it is ‘used up’. Sort of as if until it ‘runs out of gas’.
So many ways to play with this idea. Chance gives you a new idea to play with and a path to choose.
